As the iligitimate son of the mayor's then very under-age daughter, the orphanage is under some pressure to keep Adam's very existence secret. It has long been a tradition in the orphanage to keep boys separate from girls, and the boys' side of the orphanage is considerably smaller than the girls' side due to how few male orphans there generally are.
Even then, in Mahogany Hills, where chauvinism is practically a way of life, boys are usually adopted very fast, even more so for very young boys, and they are rarely brought to the orphanage in the first place.
With all of these factors in the town's culture, about the only reason Adam is even still at the orphanage is because of the demands that his existence not be made too public. They were even told not to allow him to be adopted by any locals of the town. As such, his only chance of potentially being adopted in the future would be if someone from out of town came looking to adopt.
Due to these pressures, Adam spends a lot of his time indoors and does not interact with the girls very often. He plays and interacts with Director Elaine, assistant-director Maria, and Father Isardo a lot more frequently. The girls know of him and they have spoken and played with him on some occasions, but this is kept somewhat to a minimum due to the orphanage's standards on keeping boys separate from girls.
