Samael is the ruler of Sheol (not Hel or Hades, those are two different places and aren't related to Sheol at all). Samael mostly sulks in Sheol. Contrary to popular opinion, Samael has never made mankind do anything. Samael was created as ha satan (the adversary), and has always had the duty to tempt mankind into straying from YHWH's path for them. He was originally more like God's chess partner or player 2. Samael got tired of loosing and blamed YHWH for creating him with no ability to actually win in the contests he was compelled to engage in. While this is accurate, it also meant he had no chance to succeed at his attempt to take over Heaven. Samael still carries out the compulsion to corrupt mankind, but derives no pleasure from it.
