Based on human development research, the Ministry of Education, in conjunction with the Ministry of Welfare, has published the Child Development Guide for Year 9512. The goal is for all children to safely explore their sexuality and grow into their role as properly lewd citizens.

Infancy
Immediately after birth, the Ministry of Health recommends that all infants experience skin-to-skin contact with a parent (generally the mother). This should only be interrupted for feeding or necessary medical procedures. This contact is an important part of postpartum care, as the time after birth is a crucial time where infants are vulnerable.
Another important step is to allow nutrients from semen to soak into their skin. Once skin-to-skin contact has begun, attending individuals should masturbate onto the mother and child laying on the bed and provide as much of a bukkake as is possible. In the event that a birth takes place outside of a hospital, or there are insufficient family members in attendance, members of the public are asked to participate. Without these essential nutrients, infants may suffer early developmental issues. Synthetic semen can serve as a stopgap, but natural semen is the best for the health of the mother and child. It is recommended that both remain well-glazed for at least six hours.
Registration of the new citizen with the Ministry of Welfare is required. A nurse will be present and able to help with the paperwork, which involves noting the biological parents (see below), raising parent(s), and the child's birth name. Footprints, measurements, and pictures (front, back, side, hands, feet, genitals, breasts) of the child are also taken for records. All new birth records are made publicly available on the Ministry of Welfare's website.
Biological Parents
For some children, the sperm donor is unknown. In this case, put "Anonymous" for the first name. If all possible sperm donors have the same last name (for instance, a family impregnation) or the most likely sperm donor has a certain last name, then put that name on the form. If not known, then enter "Anonymous" there as well.
Be sure to fill in all information about the sperm and egg donors on the form as well. This includes information such as whether the pregnancy was incestuous, the ages at time of conception, and if they were a strange (for instance, passing by and having sex).
This information is important not only for the child to understand their heritage, but to enable researchers to better study our changing society.
After Birth
After the child is brought home from the hospital, it will need significant time to rest, only waking for feeding. The infant will be fed milk and semen (preferably breastfed and penisfed, respectively), and given ample time to sleep. As the lack of consistent sleep is very difficult for new parents, asking friends and family for support is encouraged.

Sex with infants (with parental consent) requires the observation of a doctor to ensure the safety of the infant.

They are taking in large amounts of new information from the world around them, and it is important to provide them space to learn while also showcasing important basics of the world.
Parents may wear some clothing at this stage, though it is strongly recommended that they remain bottomless so the child can become accustomed to adult genitalia, and administration of sexual fluids can be performed more easily. Adults should not shy away from naming the sex organs, and should discuss them as organs for a child to be proud of. Toddlers should generally only wear a diaper, though in some circumstances additional clothing is appropriate.

There is no clinical evidence that healthy urine is nutritionally necessary for children, though it is known that it is not harmful. Some parents may opt to provide their children with it regularly, and others do not. Urine feeding tends to be more common in jurisdictions where urination is part of free use.
While this is likely to occur anyways, it should be mentioned that adults around the child should be openly engaging in both sex and masturbation. Rougher sex, such as pain during BDSM, is not recommended to be shown as often, to avoid the child associating sexual activity with harm. Television programs targeted at this age group are a useful example for the kind of casual, happy sexual activity that should be demonstrated for toddlers.
Ages 3 to 5
Within the older toddler stage, children are developing the ability to speak in complete sentences, move about independently, and are learning how to use a toilet.
In terms of clothing, it is recommended that diapers be used for children struggling with toilet training, and that they be permitted to be bottomless if they are developing good control. This is to help associated bottomlessness with freedom and maturity, which will help as they are older and begin puberty. There are no recommendation on what top older toddlers should wear, with some parents believing that full nudity is the best, while others think that toddler-sized slut clothing is better. For healthy development of toddlers' feet, it is strongly recommended that they be barefoot at all times.
Adults are recommended to wear a wider variety of clothing at this stage, to expose their child to the many ways that people showcase their sexuality through covering (and its lack thereof), and also improve their body image. At this stage, children should have learned that genitals are not special but not "private", that there are a variety of ways to show or hide them, and that they are used in sex.
Toddlers at this age are very likely to masturbate extensively, a behavior which should be encouraged. They may also wish to imitate adults and other children in their sexual play, and may awkwardly attempt to freely use those around them. While children this age have not started puberty and are not generally free use, they should be considered free use to any others in their approximate age group. Preschool will help children experiment in a safe and educational way, though their behavior is closer to experimentation than any kind of "sex" which is had by older children. This said, if a child is masturbating and is in a sociable mood, it is suggested adults join in with mutual masturbation, with possible light touching.
Starting from this age, genital medical procedures are available. If a girl wishes to experiment with a penis, or a boy with a vagina, or a child wishes to have both, this is an excellent time to permit them to try it, as changes can easily occur. Children may also change their gender entirely, which is an ideal time as this is before puberty.
