Reduce age of puberty is set to max (10 years) effect, making its cost 500 as well, and it is also set to "neigborhood," so that's another 1,500. Invalidate birth control costs far less at only 100 points for the standard list cost, it is also set to a far wider area covering the whole town. It was pretty cheap though, which explains why you would do something like that. This one totals out to only 800 points by itself.
