In a country like Japan where it is extremely dominated by one ethnicity (Japanese) one might be forgiven for mistaking a citizen of another ethnicity (something Nordic probably in this case) for a foreigner.  I don't remember if I mentioned her wearing a Biomonitor, but she ''is'' wearing one.  Her parents became naturalized Japanese citizens before she was born.  She was born a Japanese citizen, and is therefore subject to Article III.  --[[User:Elerneron|Elerneron]] ([[User talk:Elerneron|talk]]) 11:18, 11 March 2021 (UTC)
