In a country like Japan where it is extremely dominated by one ethnicity (Japanese) one might be forgiven for mistaking a citizen of another ethnicity (something Nordic probably in this case) for a foreigner. I don't remember if I mentioned her wearing a Biomonitor, but she ''is'' wearing one. Her parents became naturalized Japanese citizens before she was born. Hmmm... Is the foreign looking teen a Japanese citizen? Article 3 requires all female CITIZENS to wear the bio monitor, but says nothing regarding foreigners; other than mentioning foreign supers.
