But why does it say both "The NIS program requires that students be completely nude for at least a week during each school year" and "Each student must be in the program at least twice each quarter or semester."? Contradiction?

First let me just say I love this kind of detailed write-up of fantasy laws, I donno why, but it's almost as entertaining for me as actual stories.
