This is supposed to be the neutral, but it is really only neutral because it is between modest and nudist. In reality, the middle line is somewhere between this category and the one where modesty is enforced.

What non-enforced modesty ultimately boils down to is that the parents accept whatever their child is going to wear so long as they are not going out naked and the girls have their breasts covered up. Depending on the parent, some may even buy a bikini for their daughter. A thong is less likely though, unless they are also sexually liberal parents. Even if they wouldn't buy a thong for their daughter though, they at least wouldn't freak out if they discovered their daughter owned one.
