A polymorphed dragon is an actual dragon who has used draconic magic in order to transform themselves into another form. It is not likely any care facility will ever find themselves caring for a dragon, however the more mischievous among them have been known to do almost anything, including taking the form of small children and acting the part. It is important to note that under normal circumstances a dragon who is capable of polymorphing is likely to be an adult. As such, should you happen to have a dragon posing as a child in your facility, it is quite likely that it is actually an adult. However, some have been known to decide to give their children a humanoid upbringing, using their polymorph magic to transform their own young.

Dragons are not anthro-beasts by any sense what so ever, including matters of growth-rate, sex, and promiscuity. The dragon's growth-rate and child-care standards are actually closer to the elves if anything. However, most of their draconic pride tends to cause them to value strength in a manner fairly similar to that of scale-folk. However, being directly compared to scale-folk is likely to be offensive to them. This being the case, however, they are most likely to polymorph themselves or their children into either elves or humans, so the risk of this confusion occurring is negligible, and even should they polymorph into a scale-folk race they are not likely to be offended by the comparison beings they left scales on their skin on purpose when they could easily have removed them.
