Have you ever read the book series "Super Powereds" by Drew Hayes? Premise is there are regular humans, Supers who have powers, and Powereds who can't control their abilities. To be a Super Hero requires a 4 year college degree (four different schools offer said degree) where you are trained in your abilities, physical fitness, combat, ethics, etc (all so you can qualify for insurance of course lol), while your regular degree acts as your secret identity's cover.
Anyway, in the series, 5 Powereds undergo an experimental procedure to gain control, with the option of joining the super hero program. One of the characters named Nick had powers similar to this. When he's recruited for the experiment, he's recovering in the hospital. Turns out he won the lottery. Then stepped out of the building where he bought the ticket and was hit by a bus. It didn't kill him outright, but sent him flying where he was saved by a bouncy house. Which tore open and was ruined as it saved him. Of course his winnings were just enough to pay for the bouncy house and hospital bills. Best and Worst luck combined, with no way to control it. Later in the series he gets a power boost and can pretty much play God for a while as he sees the lines of probability connecting absolutely everything and knows just which threads to choose and how to twitch them just right for the outcome he wants to come about.
