This is not "canon", as there is no "official" interpretation of Naked in School. Every author may interpret the premise how they wish for their story, there are common concepts but the only mandatory commonalities is that it involves some kind of mandatory school program where students are nude and subject to special rules.

This page describes one of Cum Girl's takes on the Naked in School concept, and is not necessarily the same set of rules applied in her writing. It is intended as a standalone piece of fiction.

Nudity Requirements

The passage of the federal Nudity Educational Enhancement Act (NEEA), among other changes, created the Naked in School (NIS) program in all schooling in the United States. The NIS program requires that students be completely nude for at least a week during each school year. They are required to be naked at all times, including when they are at home and at activities off-campus. Socks and shoes are considered clothing and not allowed; students must be barefoot.

There are several activity requirements to ensure sufficient numbers of students are in the program:

  • At least 10% of students from each grade level must participate every week the program is being held.
    • For homeschooled students, this means they must spend their entire school year nude.
  • Each student must be in the program at least twice each quarter or semester.
  • Certain classes, such as PE or sex ed, may require weeks in the program beyond the above requirements, and often add additional requirements.
  • Students (or their parents) may volunteer for additional weeks in the program. These students must participate in all aspects of the program, but do not count for the above requirements. Some schools offer limited extra credit for volunteers.
    • While additional enrollment is voluntary, once submitted the extra weeks may not be cancelled, and if they are not completed, the student will be given extra weeks as punishment, as usual.
    • This results in some students being "permanude", by virtue of them or their parents signing them up for as many weeks as there are in the school year. This is reasonably common in communities espousing "free use" or "swinger" lifestyles.

The law does not specify selection methods, but these are generally randomized via federal NIS software.

Previously, the requirement was that at least 5% of students from each grade level and each gender was required to participate each week. Some states interpreted this as requiring students of a non-binary gender to participate in the program for the entire year; amendments to the law clarified this, and eventually the gender requirement was dropped entirely.

At the start of each week, the participants in the next week of the program are determined. On Friday morning the selected participants for next week's program are informed of their status, and at the end of the day they must report to the office. The participants in the now-ending week are brought in and permitted to dress, and the next week's participants are required to disrobe. They will not be permitted to wear any clothing until Friday the next week.

For long weekends students strip on the last school day of that week. For school holidays (defined as any breaks longer than a week), the participants must still strip on the last school day before the break, and are thus required to be continuously nude for the entire period they are on break for. Because this is inconvenient for the families, they are generally given a week's prior notice instead of only one day's notice. There are no program participants at the end of the school year or over the summer. (Summer school does have the program, but is executed separately).

To enforce this, their current clothes are locked in a safe, which replace the previous week's students' clothing. The previous group gets their "after" pictures taken, and the upcoming group gets their "before" pictures taken. (Both naked and clothed variants are taken for each).

For students in the program for periods longer than a week, they do not get to dress until the end of their period in the program, but still must report weekly for nude "before and after" pictures.

Family Requirements

Nudity at home is maintained on the honor system. It is considered too invasive and expensive to fully confiscate everyone's clothing; the locked clothes at the end of the week are more symbolic than material.

When a student is enrolled in the program, all individuals in their family or household who are older than three years of age must also go naked for the duration. This includes older individuals such as university students, even if they do not live at home. While these family members are required to be naked, they are not considered to be part of the program, and thus are not subject to reasonable requests but are subject to relief (see below). (Despite this, they are often treated as if they are in the program, and most find it easier to go along with these requests).

All participants in the program bring the nudity obligation on their family, including for punishments (see below) and voluntary registration for extra weeks. Notably, parents are prohibited from preventing their children from volunteering.

This results in individuals with a large family spending many extra weeks naked while young (if they have older siblings) and after graduating (if they have younger siblings).

The NEEA requires that students in the same household not be in the program on the same week, unless no other arrangement can be found. This means that the effective number of weeks a youth spends naked increases in proportion to the number of school-age siblings they have. For instance, if two pairs of twins are in high school, each will spend at least a collective month each semester naked, as they cannot wear clothes for their NIS week and the NIS weeks of their three siblings.

Enforcement

If people are found wearing clothes in violation of the program (save for a set of explicit exceptions, such as medical emergency, which are enumerated in the NEEA), they are stripped on sight and given a citation. They will be given nudity spot checks for the remainder of the duration. The first offense results in an extra week in the program, and each further offense result in an extra month in the program. Severe repeat offenders are given long-term mandatory nudity and stiff fines, and parents who are attempting to circumvent nudity protocol may be investigated by Child Protective Services (CPS).

Additionally, the NEEA requires that NIS students may not cover themselves. While clothing is obviously disallowed, covering also includes using one's hands, arms, crossing legs, or other use of body parts to cover their genitals, breasts, or anus. Students are required to bend over, spread their legs, or perform other requested basic movements if an observer judges that their naked body is not sufficiently visible. Repeat offenders are given extra time in the program, comparable to clothing offenses (see above).

Use of Facilities

Initially the program required that students were required to use the opposite gender's bathrooms and locker rooms. After the passage of laws requiring all utilities be gender-neutral, this clause was technically repealed. If there are multiple facilities (usually leftover from the days of gender segregation), school officials generally designate one of them for all NIS students. Non-program students may use either bathroom.

Adult supervision in bathrooms or locker rooms is not required.

Relief

The NEEA recognizes that being continuously naked in public will have an arousing effect on students. Thus, at the start of every class period, all NIS students must receive "relief". This was previously optional, but was later amended to be mandatory.

During relief, all student participants appear in the front of the class, and must orgasm or attempt to orgasm within the time allotted (set by the school district, but no less than five minutes). Policy around how relief works varies by school, and can often be set by the teacher. Students experiencing a refractory period or who are otherwise unable to orgasm must still appear before the class and may be groped or posed instead.

"Standard" relief consists of the participant masturbating themselves to climax, however in most circumstances other students may assist them. Students may volunteer to assist the student, or, depending on school policy, the participant may choose the student, or a pairing will be chosen by the teacher. Any students may be invoked for relief, regardless of their sexual orientation. Most jurisdictions allow teachers to also provide relief. In addition to assisted masturbation, oral, vaginal, or anal intercourse may be used as relief. Proper protection, lubricant, cleanliness, etc. must be observed. Some teachers have sex toys which are available for use during relief.

NIS students may offer relief to another NIS student as their relief for that period.

Reasonable Requests

All NIS participants must permit "reasonable requests" or "reasonable access". Students, staff, or members of the public may request that enrolled students pose for photography, submit for groping (including assisted masturbation), and receiving or giving oral stimulation, or participating in sexual intercourse. The requester has sole authority to determine where ejaculate from reasonable requests ends up, and consequently creampies and facials are common sights. None of the activities may harm the participants, and requires consent if it involves "extreme" acts or parties other than the NIS student(s) and the requester(s).

Reasonable requests cannot inhibit the student from fulfilling basic school responsibilities, but otherwise is very freeform. The requests can be educational (handing out papers or posing as an anatomy model) or not (performing oral sex on the teacher during class). Additionally, students may decline or halt requests if they reasonably feel that it is unsafe or harmful.

Originally, the NEEA only required posing and groping. This was later expanded after lobbying by sex positivity activists and teachers.

Sexual Education

The NEEA also contains some provisions requiring that hands-on sexual education be taught at all public schools, with the degree of instruction depending on the school level. At high school, participation in the sex ed class is needed for graduation, and requires a separate week in the NIS program, as well as a report on their time nude. Participants in the program are used extensively in class, both as anatomy and for demonstrating various positions. The school is required to take photographs and videos of students used in this way, which is required as proof that all students are in fact taking the mandatory sex-ed class. Students are also encouraged to photograph demonstrations for later studying.

Outreach

The NEEA encourages schools to organize "outreach" events for students in the program, and permits that participation in the activities be mandatory for an "A" grade. Such activities have included:

  • Meet 'n Greet, where NIS students go to a public place such as a park or City Hall, and talk about their experiences being naked.
  • Blowjob bake sale, where each purchase earns an instance of oral sex to orgasm.
  • Nudity week, where NIS participants encourage non-program students to go naked. This often involves students exchanging sexual favors.
  • Sex ed exchange, where students go to a local elementary or middle school and give live "demonstrations".

The legal code is unclear in this area, a fact which has been utilized by creative principals and school board members.

Transparency

The NEEA sets out several provisions to ensure that the Naked in School Program is transparent and well-archived. One such provision is regarding the documentation of photographs of NIS participants. As detailed above, certain pictures are required to be taken of students in the program, and there are other requirements, such as not censoring or filtering out images which feature nude students from school records. Likewise, schools must include a certain proportion of students nude and engaging in sex in publications like yearbooks. (Typically this is done with two separate sections for the NIS program and general student sexual activity). Full information regarding each week in the Program must be published on the school's websites. This includes names and ages of students enrolled, and for what reason (assigned, voluntary, punishment), and all taken pictures and videos. As media created by the school, it is required to be in the public domain.

This has led to several sites which copy nude and clothed media from school websites and aggregate them. These are sold to many other businesses, such as greeting card sites (which create timelines of the child growing up over the years), pornography sites (which all have "Naked in School" sections alongside other common genres), and social media sites (which often display these images as part of a user's "gallery"). Parents were concerned about seedy companies selling images of their children, and so a federal agency was created to aggregate and distribute these images for free.

Surveys have indicated that it is a common practice for students of all genders to masturbate to naked pictures of classmates they have crushes on.

Differences by School Level

The above information explains the Naked in School program as it occurs in high schools. However the program is practiced at all levels of schooling after kindergarten, and relevant variants are described below:

School Level Variations
Elementary School Once a semester for a week, all students are naked at the same time. Relief is optional, and is limited to masturbation or touching only. Reasonable requests cannot be penetrative, but consensual sex is permitted. A school-wide picture is taken before and after the week.
Sex ed classes primarily focus on human anatomy and solo masturbation.
Middle School Relief is mandatory and limited to masturbation, touching or oral. Penetration is permitted if the relief provider consents. Reasonable requests may include vanilla sex acts.
Sex ed classes teach all basic heterosexual and bisexual sex positions. Projects involving intercourse with several different classmates are required for a passing grade.
High School N/A
University The courses Nudity Studies 101 and 201 (names may vary) are required for graduation, and require being in the program for the entire semester, including reasonable requests and mandatory relief.
Professors can require non-program students to strip or perform sexual acts for educational reasons as laid out in the course's syllabus.

Sexual Safety

One of the events which culminated in the creation and passage of the Nudity Educational Enhancement Act were several important scientific developments in medicine. First was the creation of the universal genital cure, which eliminated all sexually-transmitted diseases and made future variants impossible.

Then was universal birth control, a medication which makes unwanted pregnancy impossible, as both partners must truly desire it. This medicine also has other side effects, such as an increased libido and a massive increase in ejaculate output. Most desirably, this medication also eliminates menarche, preventing a routine source of pain for half the population.

Finally, the body temperature control protein was created, which enables humans to be warm and comfortable at almost any temperature, even when they are naked and the temperature is nearly freezing. It also had the unexpected effect of preventing back pain, even in individuals with large breasts.

Vaccines containing all of these effects can be manufactured cheaply and administered in a single dose; as such all infants are required to be inoculated by three months of age.

In the first year after the passage of the NEEA, condoms were required for all penetrative reasonable requests. However, as they were unpopular and not required due to the above inoculations, the law was changed to make them optional. Several years later, the federal agency Centers for Disease Control and Prevention (CDC) banned all condom use in schools and on students as a health risk.

Studies have found that the number of people identifying as bisexual has increased with time. Whether this is a result of the vaccine or a natural consequence of increasing sexual liberation is debated.

Legality

In the decade prior to the passing of the NEEA, society became significantly more sexually liberated, and activists managed to secure the passage of several pivotal federal laws.

Public Nudity

Firstly, the Nature's Way Act (NWA) was passed. This fully legalizes all nudity, in public or private. Individuals of any age may wear as much or as little clothing as they wish, which includes being barefoot. There are very narrow exemptions for only severely hazardous environments, such as nuclear power plants and factories. It also contains provisions requiring that public institutions and private businesses be accessible to nude or partially-clothed individuals.

General-purpose internet sites are forbidden from filtering photographs solely on the basis of containing nudity or sex (filtering spam is acceptable). One study found that an average of 19% of profile pictures of social media sites were of naked individuals.

The NWA also restricts how schools may apply dress codes. More specifically, they may never require clothing (except for specific safety reasons), they may only limit clothing. For instance, a dress code requiring skirts be past one's knees, or requiring that a student wear underwear are illegal. Only dress codes that restrict clothing are permitted, such as one that limits students to wearing at most one top (so a girl wearing a bra would not be permitted to wear a T-shirt, or a girl wearing a T-shirt would not be allowed to wear a bra).

For the purposes of clothing restrictions, pubic hair can count as a layer of clothing. As such, dress codes may require that students be clean-shaven or trimmed.

If dress codes specify clothing, it must clarify that it means that amount of clothing or less. As an illustration, if a school asked girls to wear skirts and a blue shirt, the girl couldn't wear a green shirt, but she could wear a blue shirt and be bottomless, or only the skirt, or just go naked.

Schools

Due to the decline in Puritan attitudes towards the human body, most schools have opted to not have a dress code, allowing students to wear whatever clothing (or lack thereof) they wished.

Some however have experimented with the opposite approach, designing elaborate dress codes which restrict clothing in obscure and interesting ways. These often have a culture of casually stripping students, or creating "games" where students compete for a limited pool of clothing. This is mostly in good fun, and students who don't want to bother can just go naked.

Additionally, some schools are nudist schools, simply having a dress code of mandatory nudity at all times. These are primarily universities attempting to distinguish themselves as culturally distinct, but there are a number of nudity-only high schools and middle schools as well.

An interesting case study is Free Use University, which rebranded from Mesa Canyon University after the passage of the NEEA. It has no dress code, and requires all students and staff be sexually available at all times, and encourages a culture of nudity, free love, and public sex. Policy requires all courses require some kind of sexual activity from students, the most minimal application of which is where the professor chooses a different student each class to have sex with during the lecture. It requires all students live on-campus, in special dorms. All roommates are opposite gender (though LGBT students may request a different arrangement), and while bedroom doors lock, any student ID is sufficient to open it. The university derives a considerable amount of revenue from video-only live streams from cameras which are placed in every single dorm room.

This inspired the nearby Mesa Canyon High School to rename to Free Use High School, and experiment with a program of "free use" which is done by having all students be part of the Naked in School program for the entire school year. City officials have considered making this official policy for all public schools.

Public Sex

The NWA also makes public sex legal. It has exceptions for certain "extreme" sexual behavior, but these limitations are very narrow, and fetishes like BDSM and consensual non-consent / rapeplay are permitted in public provided they are truly consensual. Individuals may have sex in any location, including in public, but may not intentionally get ejaculate on others without their consent. Unintentional or consensual ejaculation is legal and common.

Originally, the NWA only applied to individuals either in the NIS program or over the age of 16. This was amended by the later Clarissa O'Neil Sexual Liberation Act (COSLA) which was passed after a 14-year old girl named Clarissa was arrested for stripping nude and masturbating in a public park. The COSLA abolished all age requirements in the NWA, and established a new federal definition for sexual consent which allows for legal sex with children aged as young as six (or younger with parental consent and a doctor's note stating sexual fitness).

The COSLA conspicuously including a clause requiring that all incestuous sexual activity be considered legally indistinguishable from non-incestous activity. This was a response to the growing support for consensual incest in light of universal birth control and the Naked in School Program. As such, incest is permitted as part of reasonable requests, relief, or consensual sexual activity between family members. Sexual abuse is prosecuted using standard child abuse legal codes.

The COSLA also clarifies the expectation of privacy in public spaces, explicitly permitting the photography and videography of individuals in public, even if they are naked or engaging in sex. In the spirit of removing age requirements of the NWA, the law repeals child pornography statutes, and requires that minors not be treated differently than adults when it comes to media. That is, if it is legal to capture film of adults participating in an activity, it is also legal for minors. This was already partially in effect, as the NEEA provided for capturing and publication of media of NIS participants (such as "before and after" pictures), and popular sentiment deemed those old child decency laws as prudish. This formalized a previous legal gray area regarding whether pictures of non-NIS nude students could appear in school yearbooks or on school websites.

The act also included a controversial clause forbidding those under 12 years of age from participating in the production of for-profit pornography. This was bypassed through so-called "porn for kids" sites, which utilized a legal entity which was technically non-profit for all its under-12 pornography. This clause was eventually repealed, but 12-year old models are still commonly referred to as "barely legal".

Legacy

While controversial during its introduction, the Naked in School program has become a normal part of public schooling in the United States, similar to gym class and sub-par cafeteria lunches. While some students are still embarrassed during their week in the program, overall acceptance is very high, as students have been accustomed to the program growing up. It is very rare for parents to express opposition to the program, and analysts consider it unlikely for the law to be repealed. Body and sex positivity studies suggest that children raised in the program are notably more accepting of nudity and sexuality, and have more tolerant perspectives towards others.

Many countries outside the United States have since developed similar programs.
