Contradiction?

First let me just say I love this kind of detailed write-up of fantasy laws, I donno why, but it's almost as entertaining for me as actual stories. But why does it say both "The NIS program requires that students be completely nude for at least a week during each school year" and "Each student must be in the program at least twice each quarter or semester."? It seems the second requirement at least 4 times as strict, so what does the first one accomplish? --BraveNudeWorld (talk) 05:30, 11 April 2022 (CEST)
