Biography
Hugo was born in Venezuela. His parents died when a drunk driver ran them over when Hugo was only three years old, his mother's brother Diego took him in.
Up until Hugo turned twenty, his uncle Diego groomed him to be a politician and once he turned twenty, he became his uncle's right hand man.
His uncle Diego decided to run for president, but was assassinated. Hugo assumes that it was his political rival Jaime Lusinchi. Afraid for his own life, Hugo fled Venezuela and ended up in the United States. Still scared for his life, he prefers to stay out of sight, because he believes that his cousin, Garcia the new head of the Lovelace family, wants him dead.
Fourth wall I mixed some real stuff (Jaime Lusinchi) in with a bit of the story from the first episode of Black Lagoon - Roberta's Blood Trail.
In reality, it wasn't Diego's rival who killed him, it was the American Government.
