"It's a woman's contraceptive device. We use it in a punishment for girls when they break the rules really badly." You tell her.

"What!? How can this thing be used in a punishment????" She says, looking at the small foam ring in genuine bewilderment.

"Uhh... well... do you remember your sex-ed class?" You ask her. She just stares at you blankly and then shakes her head. "Well, tell me what you do know about sex."

"I don't think I've ever heard that word." She tells you.

Well, this is interesting. Wait a minute! Her IEP indicated she transferred here in the 5th grade! That means that she hasn't had this school's sex ed. However, the version of sex-ed taught in a normal school at the 4th grade level only talks about not letting people touch your privates, that everybody masturbates, and things of that nature. It doesn't even include cross-section pictures of the parts until the middle school level version in 6th or 7th grade. And then, of course she wouldn't know what a contraceptive device is. Those are taught at the freshman highschool level. Actually, it's interesting she didn't ask what a contraceptive device meant. Maybe it was just too far over her head for her to even approach mentally, so she only latched onto the punishment part of it.

Well, this means that shockingly she has even less sex-ed than the typical student at this school. At the same time though, she is also likely to be even more conscious of being touched down there, assuming the lesson sunk in given the other information in her IEP. It is not the kind of information that's tested, and even in a normal town it's something the teachers find uncomfortable to talk about with kids and generally try to rush through. So, there's little way of knowing for sure... except to find out first hand when it comes time to give her a punishment that would push those boundaries.

Well then...
