Chapter 1
Tim Fitzlouie, formerly Prisoner number, PD1234XYZ, having received a full pardon from President Simpson and an assignment to Dr. Franklin's program as a "researcher," based on his history, was looking at his new house, directly across the street from the Frank McCoy Memorial Pre-K-12 P-FANS School.
It was a nice ranch style three bedroom, one and a half bath, open floor plan, with a large back yard, with a children's play set, and in ground pool. Fully paid for, and furnished by SRC, and not taxed, as it was officially a government building, on condition he take the job.
When he moved in there was a privacy fence surrounding the back yard, which he'd had removed. He didn't want anything interfering with kids coming, on their own, to play on his swing sets, et al, or in his pool, or their seeing him wandering around, naked, and/or molesting other kids. If he caught any kids on his property or in his pool, wearing clothing of any kind, he'd order them to strip, and point to the sign by his front, door that read: Property of SRC, no clothing allowed on this property. He had painted the sign himself, he had no idea if SRC had such a rule.
Five years ago Tim had been convicted of exposing himself to a young girl, and possession of child pornography, based on a warrant following from that arrest, and sentenced to 10 years in prison, followed by 10 years probation, and life on the registered sex offender list.
Because of the authorities belief that pedophile prisoners were at greater than normal risk of assault from the general population of mere murders and the like, they were kept in protective custody in a separate wing of the prison, the only co-ed wing of the prison, since, of course, pedophiles wouldn't be interested in other adults (that was nice, anyway). That was what the "PD" in his prison ID was about.
He had been offered several choices as to the exact location of his new house. It could be directly across from the entrance to a school or nursery, or overlooking a playground, or an open air shower and locker area for a high or middle school.
He chose to overlook the play area shared by the pre-K and kindergarten sections.
When SRC acquired the school the first thing they did was remove the security fences from around it, except for this section, which they left in place in order to prevent the children from running out into traffic, but it was easily accessible to anyone on the street via a gate in the fence, which was never locked.
Tim's job was to "lure" girls onto his property and into his house, do as he pleased to and with them, within the limits of the program, and report his findings to SRC HQ, and to persuade his neighbors to join the program, either by registering their children, or themselves if they qualified (female between the ages of five and 18, inclusive), as P-FANS girls, or themselves as "researchers."
For the reporting, he had web cams installed in and around the house, so that no square inch wasn't covered.
