After writing up "interest barrier," I just had to add the "fear" version of the barrier. Be a good explanation for the real-life phenomenon of people getting a sense of dread from a given area, or describing some place as "an evil place." There, I'm satisfied with the "taboo downplay" cheat now. Had to make it a little more complicated since it is the middle ground between crime pays and getting away with murder.
