This is special for nudist households. The line between what is and isn't sexual abuse in a nudist household is a bit of a grey area in regards to the law. Normally, any form of contact with the child's genitals under their cloths would be considered sexual abuse, but in the case the child is never wearing any cloths in the house it is entirely possible a father's penis may even come into direct contact with his daughter's slit by complete accident. The standard has to be a little higher in this case, but generally intentional hand-to-genital, mouth-to-genital, or genital-to-genital contact is still considered to be the standard.
