This was all very confusing. You had no idea what he was talking about with this whole semen thing, but he's saying he wants to grant you a wish to make it so that you can, and he says you won't be able to be an adult until you are able to do that. You don't know what he meant be wombs and girls being involved in this either, maybe he's talking about teasing girls by doing something like putting a spider on them or something to gross them out. At any rate, what' he's saying is starting to get you upset.
