A god has the ability to trigger a phenomenon within nature to happen outside of the time it would normally happen. This can range from making a flower bloom earlier than it should, to directing lightning to strike in a specific place. With enough of a skilled application, it can even be used to make a woman ovulate on demand.
Higher level deities can trigger a natural phenomenon with a greater degree of ease than a demigod, and they can affect larger targets that are more distant from them. Triggering complex things like biological functions or the outcome of a die-roll are still a matter of skill rather than power, but higher levels of power might make it easier to achieve certain feats.

In terms of power, higher level deities are able to trigger phenomena of greater scale. A lesser god can trigger events on an individual level, and can make individual flowers, up to an entire field of flowers bloom, they can direct lightning from an already active storm, and they can trigger puberty and/or ovulation in a single woman or girl.
The biggest change on deity power levels is the range and scope of the effects. They are as follows.

A minor god can trigger every flower in an entire geographical region to bloom, whip up a weather system where there was none or make lightning strike out of the clear blue sky, and even form the weather patterns of an entire planet. In terms of the ovulation example, there is no real raise in ability from one level to another other than increased ease of repeatedly doing it form more girls. (Individual focus is still necessary.)

I major god can alter the seasonal activity for an entire planet, or trigger celestial phenomena out in inter-stellar space. In terms of the biological phenomena of sentient creatures, they can still trigger those just as well as a minor god could with little effort, but it would be considered a step down for them to do such a thing due to the fact that they can also violate natural phenomena with far less mental concentration or skill as a form of brute-force method of achieving the alteration they want.

The biggest change on deity power levels is the range and scope of the effects. They are as follows.

Demigod Distance: 3 feet

Area of effect: 1 cubic inch

Lesser-god Distance: 10 feet

Area of effect: 6 inch radius sphere

Minor-god Distance: Line of sight

Area of effect: 10 foot radius sphere

Greater-god Distance: The greater god can affect any object so long as they know it exists.

Area of effect: 1 mile radius sphere

Minor and greater gods often stop using this power due to the fact that the same effects can be achieved using other abilities that don't require as much skill or knowledge in order to implement the effect.
