Yes Bunnykin can have sex without bonding. Sex is for breeding, The Bond is for finding a Life Mate. The Bond is a lifetime commitment, the only way to break it is the death of one of the bonded. Bunnykin only Bond with males that on an instinctual and emotional level they feel will be the best to care for their young. Unbonded Bunnykin will sleep with anyone who they feel will produce strong young. The Bond is actually quite rare and special, thus it being considered higher than marriage in Bunnykin culture.
As for Savannah and the boys who made Emily, that was just sex, none of them would have connected with her on a level to produce a Bond, if they had, the gang bang would have been stopped by either the boy she bonded with, probably quite physically, or Savannah as she woul have lost interest in all the boys but the one, violently rejecting them if needed.
