Ah, that makes sense. Luana has probably been hassled by the adults for her odd colored hair, but would mostly get away without any form of punishment due to it being before the program was put into effect and basically the rest is them just not thinking punishment would work on her. Basically a silent hesitation to punish her for minor infractions. Shante here would definitely get a worse reaction for this. Can still go with it anyway.
