I understand what you mean about not knowing if anyone is active. I am likely the most prolific writer on this site and it is only on rare occasion I am confronted with evidence people are reading my work, but there really are a lot of people reading even if it is only a small handful that give any feedback. I am certain if you write something someone will see it, I can't imagine I am the only person people read in any significant number, it is just that you have to write as frequently as I do in order to find out people are reading your stuff. My general approach on the drop-outs from closed stories so far has been to ignore it, as frustrating as that may be. Also, I certainly know what you mean on wanting to collaborate with someone. I definitely get a boost to my creative energy if there is someone else working on the same story as I am. In fact, I really wouldn't mind working on something together with you if that's what you want to do.
As for a forum, there is no forum dedicated to working along side this story site. The closest thing we have to a forum is the mother site to this one, All The Fallen, which you can find over on the left under the "friends" label. If you got here without going through there though, I have to say I am somewhat surprised.
