Basically, the idea is that first and foremost the MC's mother just wants to be able to expel these girls given how disruptive they are being to her school. Having them become the MC's personal slaves is just a convenient and easy way to make that happen, with the added bonus of it fulfilling this new sexual kink. Overall though, she was actually more angry and logical than anything when she made that arrangement and it was only when she learned the twins were so sexually ignorant that she started going back into turned-on mode.
