Any god above the power tier of demigod has the ability to grant god powers to an individual who possesses no powers of the sort at all. This ability can be used on any creature regardless of whether they are 3D, 4D, 6D, or even possessing an even higher dimensional existence. If the god granting the power is a minor or greater god, they can also raise the divine power of a demigod or lesser god to be of one rank lower than their own.
When a deity uses this power, they raise the divine power of the being they make their pact with to that of a god of the power tier immediately below their own. This is usually done with the expectation of service from the individual they are granting power to. The god who grants this power does possess the ability to take it back, although this usually involves a great deal of physical harm to the vassal and it is only done under the most extreme circumstances.
In terms of granting power, the creation of a vassal usually involves some form of contract ritual. This ritual could involve some form of physical contact between the god and the intended vassal, the intended vassal stepping into a ritual site prepared by the god, physical contact with an object that the god prepared before hand, or any combination of those three options including all three. The exact specifics of the ritual will greatly differ from one god to another, and will usually involve some use of symbols relevant to that particular god.
A god is limited in the number of vassals they can create, they may only create 1 primary vassal for every period approximately equivalent to 1000 earth years. This waiting period can be reduced by selecting a vassal who was already a lower tier god. The waiting period for a minor god to raise a demigod to lesser god status is approximately equivalent to 500 earth years. A greater god can raise a lesser god to a minor god to a lesser god similarly every 500 years, and it is 750 years to raise a demigod to a lesser god.
