In an attempt to end public nudity, the government passed a law which stated:
1231. If you see someone else of the opposite sex's genitals in public, you are permitted to have sex with them, regardless of their age or consent.
1231.a. It only counts if they were exposed by themselves and not by you or someone else.
1231.b. The definition of "public", is a place that more than ten people go to per day.
1231.b.1. A house with more than ten people who go there per day is still private not public.
1231.b.2. If the person who is exposed, owns the property, than it is counted as private, even if it is a public building.
