This girl is not from the physical plane naturally, and instead is merely capable of taking on physical forms. Otherworldly entities don't follow normal biological rules, some come into being as fully formed adults, some are made young and "grow" in instantaneous bursts with their minds expanding to match, and some are a mix that were formed into a child-like body with a mindset both appropriately childish in some aspects while mature in others. They're also immortal.
While it's uncommon they visit the mortal plane, they're all granted the knowledge needed to interact with other races and those they talk to quickly discover they aren't so different as they too have like-minded emotions and opinions.
