Beast-folk is the collective name given to all anthro-beasts who are related to mammalian animals. All antro-beasts are part of the "promiscuous" class of humanoid species. With humans used as the standard, this means that antro-beasts on average are more inclined toward sex and sexual behavior compared to humans. That said, beast folk in particular are on the mild end of the promiscuous class of demi-humans and have acknowledged the value of holding off on sex and childbirth until later in life in terms of gaining long-term prosperity as a result. Most beast-folk in primarily human or other "conservative" class humanoid cultures attempt to do their best to reign in their children's sexuality, although the method that they often use is to tell their children that the conservative humanoid races will be very offended by that sort of behavior and they will get in a lot of trouble from it. As most beast-folk parents are at a loss as to how to prevent their children from following their natural instincts outside of this method, it is also common for them to isolate their children from other "promiscuous" class humanoids.
Beast-folk and scale-folk tend to be naturally antagonistic toward one another due to long-standing tribal warfare from before the enlightenment era. While it has been several generations since the times of these tribal wars, the mere preservation of it in the history books seems to give children especially a strange sense that they are supposed to continue the past tribal animosity toward one another, so it is recommended that caretakers carefully monitor if they happen to have both beast-folk and scale-folk children together in the same childcare facility, and helping them to overcome this animosity and learn to live with one another peacefully can be considered a valuable service to society that you should not hesitate to pursue at any opportunity you see.
A note on promiscuous humanoids and antro-beasts
The antro-beast class of permiscuous-class humanoids grow and mature at a rate that is about 2X as fast as human children, reaching puberty at about age 6, having an equivalent physical age to a 12-13 year old human at this age. However, while they will grow in maturity up until age 3, the equivalent of a human 6-year-old, in step with their physical age at a rate that is equal to their physical age, they will begin to struggle both educationally and also in the maturity department as they begin to approach adolescence. In this case, a 6-year-old antro-beast will usually have the maturity of a human 9-year-old to go with their 12-year-old physical appearance.
Antro-beasts have traditionally considered a 6-year-old to have reached adulthood, as this is an age where they are old enough to catch prey on their own and also old enough to reproduce. While exposure to human society has caused most antro-beasts to see the value in continuing to care for their children until they reach the age of 9, their species' physical equivalent to a human 18-year-old, it is still often the case that antro-beast parents care less about what their child does after hitting the age of 6. However, beast-folk in particular seem to tend toward trying to emulate human society more by encouraging safe-sex for their cihldren and discouraging pregnancy until they reach the age of 18.
Due to the permiscuous nature of antro-beast society, it is not at all uncommon for antro-beast sexual education to consist of the pre-pubescent children themselves actually engaging in sex. Due to this difference in sexual standards between the races, care must be taken in identifying antro-beast children who are being sexually abused. As the concept of statutory rape does not exist for antro-beasts, it becomes necessary to actually bring up the question of consent in the matter in which an athro-beast child is found to have had a sexual relationship with adults.
That being the case, it is not considered acceptable for a caretaker to have a sexual relationship with an antro-beast child. Engaging in a sexual relationship with an anthro-beast child in your care may result in a loss of your license. A rare exception may be made in cases where a parent solicits the caretaker to sexually educate their child, but such requests must be initiated by the child's parents and they must also go through the board of childcare in order to have this exception recognized. Should this exception be granted, the child's sexual education should only contain methods for safe-sex. While penetration is considered acceptable with antro-beast children, all penetration must be done with a condom, and female anthro-beasts who are post-pubescent must be using some form of birth control.
Heat
There is a troublesome phenomenon with post-pubescent beast-folk girls. Female beast-folk who have begun puberty will go into heat when they are ovulating, and this phenomenon makes their bodies crave sexual intercourse. Their sexual urges can be alleviated for a short time by masturbation or other vaginal stimulation, but what their bodies really crave is male semen. Semen from a male can reduce their sexual urges for several hours if they do not become pregnant. Normally, however, birth control can greatly reduce the sexual urges of a female beast-folk in heat.
A child caregiver for female beastfolk should make certain that if they are post-pubescent they are always kept up on their birth control and keep some extra birth control pills on hand at the facility. A juvanile beastfolk girl who is experiencing her first ovulation should be isolated from any male children and a male caregiver should not, under any circumstances, have sex with her even with a condom as the rough sex of a beastfolk girl in full heat has been known to rip condoms. Caregivers who have gone through the formalities for practical sexual education with the parents and the state may inform the parents that their daughter is in heat. If the proper options have been checked off, and the girl has also kept up on her birth control, the parents may give permission for sexual intercourse with their daughter without a condom in order to curb her urges.
Rodent-based Beast-folk girls Female beast-folk of the rodent variety, including mice, rats, hamsters, and rabbits have a particular peculiarity that is not held by the rest of the beast-folk in that, due to their status in the former wild as a prey animal, they had to become a particularly prolific species that can breed in large enough numbers to keep their species alive. Today, this causes particular problems as the particular adaptation nature came up with for temale beast-folk rodents is to have them almost constantly ovulating and constantly in a state of heat.
A good compensation to this is that the rodent-based female beast-folk are able to keep their sanity a lot better than most other beast-folk when they go into heat and do not suffer the same negative effects, but on the other hand due to them being constantly in this state they do become more sexually loose on average along with the additional threat that any sex at has a very high chance of impregnating her as there is practically no "safe" period for them and they have an exceedingly high rate of fertility. Extra special care needs to be taken with beast-folk girls of the rodent variety for this reason, and it is often recommended that they not be placed in a room with pubescent male children of any species, especially not those of the more promiscuous varieties.
