"Err... yeah." You say, looking down at the internal memo again. "Quite a few questions actually, but... well, let's start with the biggest one. How is any of this even legal?"
"Oh, well..." The secretary runs her hand through her hair as she seems to be a little caught off guard by that question. "Well, actually, I often question that myself. But... well, it was brought in front of the city hall and seen by the entire town council including the Deacon. It seems to have a lot of support from the people higher up, and the Town Attorney Mr. Easterbrooks says it should all work out and filed everything correctly and all that."
"This thing literally lists straight up rape as a punishment for misbehaving kids at school!" You emphasize back in your shock at all of this.
"Uhh... yes, well... you know how this town is. You grew up here, right Mr. Gardner?" She asks. "As explained, those cases are only in the most extreme circumstances. This program seeks to control the behavior of children with embarrassment. But, if even that is not working, or if a child's behavior is particularly extreme, then they must be shown the consequences of such ungodly actions."
You are still baffled at all of this. At first, you were wondering if what you just read was some kind of sick and twisted joke. Half of you is still wondering about this even. You recall that somehow the influence from the town managed to make the scandal against you for your relationship with that 15 year old disappear.
Now it makes sense why your sister said your taste in younger girls would be appreciated in this new program. She'd already seen what this thing entailed.
