6 Year Old Vandal

As you are trying to get over the swimming feeling in your head at finding out about these new regulations, you are startled back to reality by the sound of breaking glass. You turn to the source of the sound no instinct and see a hole in your window, and then you immediately turn to the street and see a little girl who could be no older than 6, definitely kindergarten age, staring wide-eyed at you and looking like she's about to wet herself in fear. "Hey!" You say to her, causing her to immediately break down crying as she stands there in place.

You walk up to the girl, a bit mystified as to how she could throw something and break your window if she's so scared she freezes and starts crying the very moment you notice her. You begin approaching her, trying to figure out what you are supposed to say to her, and by the time you close the distance the wheels in your head have begun to start clicking and the obvious answer presents itself. There's no doubt about it, a kid like this would not have done that if she hadn't been put up to it.

"Hey!" You say to her again, feeling safe in the fact now that she wasn't going to run away as you kneel down in front of her, casting glances around the area to see if you can catch anyone who seems to be nervously watching this scene unfold. Ms. Franklin seems to be staring back from her doorway, but you know this isn't one of Ms. Franklin's daughters. Most of the people standing and staring seem to be adults, you don't see any children dashing off in a panic at being caught. Did an adult put her up to this? If that's the case, then you might have an easier time interrogating the answer out of the kid.

"Why did you throw that thing at my window!?" You demand of her.

"I'm sorry!" She cries... "My..my... my.. my.. my uncle told me... he said he would buy me a popsicle and I had to do this so I could play with him again."

Well, that's more or less what you had pieced together, but what the hell did she mean by she had to so her and her uncle could play together again? This wasn't quite making sense. "What do you mean?" You asked, "What did your uncle say to do?" Now that you have an idea what you should be looking for, you manage to very quickly identify someone who is probably her uncle. You see a man who looks to be in his mid 20s looking straight at the two of you, and he seems to have a worried look on his face as he's beginning to approach you rather quickly now.

"My... my daddy said me and uncle Ashton couldn't play together anymore, but he could marry me if I threw the...

"Kellie!" the man approaching in a panic yelled at her, cutting her off a little too late. You looked up at the man and all the color seemed to have drained from his face, you can tell from this exchange and the extreme look of guilt that "Kellie" here had said a lot more than she was supposed to. Well, now that you've got a good part of the picture, what should you do about all this?
