How about a harem girl/genie outfit? Like Barbara Eden from I Dream of Jeanie, or Princess Jasmin's red outfit? Maybe the only opaque part would be the veil covering her face so people don't immediately know who she is? Like a sheer half shirt (short sleeves/sleeveless and only barely comes below her boobs) and pants, both would normally have normal undies of a matching color under them, but of course she leaves those off. Or maybe for the pants one of those "pelvic skirts" that are just a strip in front and back hanging down from a belt like a loincloth without the part that actually covers between the legs?
