Every zygote starts out 'female' until it's exposed to androgen, however if a male suffers from CAIS (Complete Androgen Insensitivity Syndrome/ Testicular Feminization), their bodies can't process the androgen, and the penis never grows; and neither does the pubic,chest or armpit hair.
