If Xander is going to rape everyone in the stands, he is going to need the AgePass-2 cheat, because he is at the bottom of his age group, Age pass 1 covers "tween (10-14)" and "child (6.5-9)".
HOWEVER because he has the "above the law" cheat, the age pass cheats are redundant, so he could rape every girl regardless of their age (infants included). The only thing the age pass might do is change the social stance towards the act.
