So, you are saying that despite her mother being responsible and giving her a proper amount of privacy, by her own quirks your daughter turned out being highly emotionally dependent on her. Also, her mother lived a nudist lifestyle and tried to encourage your daughter to enjoy her body and not be ashamed of the idea of sex. This does probably explain why she decided to go with a sperm bank instead of finding a partner, it is probably hard to find someone who shares values like that when it comes to raising a child. As for your daughter conceived by this method, she is currently a virgin and does not actually have much in the way of a sex education, which is actually about what would be expected at her age. So, what this amounts to is that she has not been taught much about good touch/bad touch and not to be ashamed of touching herself in the open, at least while at home.

Well, if that's all Ok with you, then next comes the question of whether or not her mother was in any way abusive to her. There are four types of abuse, at least where child abuse is concerned. They are physical, emotional, sexual, and neglect. While you may not consider it abuse, her mother has had her hands on your daughter's privates for any reason other than a legitimate medical purpose it would be considered sexual abuse. So, if you indicate there has been no sexual abuse then it means that while she was nude and taught to enjoy her body it was only through words that her mother encouraged this and she never once physically touched her down there.
So, was she abusive in any way at all?
