No, you're right, that's ridiculous that she wouldn't even know about male anatomy. However, that was the only way to justify her not knowing much about sex because a sexually liberal mother like her's would certainly have explained sex to her if she even so much as saw an image of a boy's penis.

That, by the way, is just how this probably went. Knowing this mother, she may have actually encouraged your daughter to have sex with a boy her age if such a boy was physically available to take his cloths off and let her see his penis. As such, she probably just showed her images and then explained that a boy is supposed to stick his penis inside a girl's vagina and it feels even better than a finger or a crayon or whatever else they stuck up inside her.

Now, is this setting better?
