Your current licence only has you approved for members of your own race. There are some races, such as orcs and beast-folk, who have certain cultural differences which make people nervous having their children in the same space between the two if they are not overseen by someone with the proper professional training on the subject. In fact, even if you happen to be an Orc yourself, you are not allowed to mix Orc children with human children unless you have the Orc professional overseer license.
