If you're looking for recommendations on how to nail the format rules home for the new users, I would personally recommend linking to the specific subsection within the format rules when someone misses something critical. Like, a missing category? Or a scuffed link? Just link directly to [[Format Rules/Categories|Categories]] or [[Format Rules/Links|Links]] respectively, instead of only linking the full format rules again. Linking to [[Format Rules/Full Format|Full Format]] might also be helpful since it gives the user a good full picture of what the code for the page is supposed to look like. Or maybe link to a simple, existing story page like [[TSPR/Go trolling at the mall|this]] so the user can get a more practical example of how stuff works correctly. Might be worth creating an example page for that so people don't accidentally mess up other people's work! (On that note, the "full format" is linked to on the front page but not under the [[Format Rules]] page, so it could also be helpful to add it there.)
Some of this might seem redundant since it's literally just one or two extra clicks for the user, but it COULD just make a difference since someone who has zero experience with html or editing pages will likely feel different.
