Plant or not, the girl's monitor is green for go. No one else's monitor was mentioned, I'm assuming his power will be able to push yellow indicators to green? Perhaps he can start letting that happen while he's distracted with the girl? There was also no mention of him being sent back to prison for misusing his powers. Yeah, according to the write-up, this actually means the 12 year old girl is the only person in the restaurant he can "enforce Article III" with. That said, he could still probably get with others if he seduces them the normal way. Enforcing Article III would only mean that he can make her have sex with him whether she wants it or not.
However, while the wording of the law makes it so he's perfectly fine going after them and thus the only reason it could be viewed as any kind of "plant" would be to see if he goes after the "currently fertile 12 year old" or if he goes after one of the other people in the restaurant he technically shouldn't be going after. Another very likely possibility though might be that the mother of this girl actually heard about Hiro and heard about his tastes and that he was being released today, so she deliberately pulled her kids out of school for the day in order to come to this McDonnalds at this time hoping that Hero would come in and see her daughter's Biometer. Thus, more of a catfish than a plant. She could want to get her daughter pregnant with a super's kid. Makes a lot more sense than the police pulling anything with this since him approaching her would be 100% legal by the new law. Jemini (talk) 06:06, 11 March 2021 (UTC)
