Scale-folk is the collective name for all anthro-beasts related to reptiles. All antro-beasts are part of the "promiscuous" class of humanoid species. With humans used as the standard, this means that antro-beasts on average are more inclined toward sex and sexual behavior compared to humans. That said, Scale-folk are on the low end among antro-beasts in terms of their libido. However, when they do become aroused, they are fairly uninhibited in their culture in regards to sex. This can varry though depending on whether or not they are of the egg-laying variety of reptile. Egg-laying scale-folk have almost no sex drive, and their species' equivalent to sex is to coat an egg that they produce in a male's semen. This is usually something done in an expression of love rather than lust.
For scale-folk who give live birth, however, they tend to have peculiar mating rituals that seem rather cold in nature from the outside, and usually has to do with an expression of strength. However, any man who successfully accomplishes one of these rituals to the female's satisfaction is often accepted as a sexual partner. In terms of pre-pubescent girls having sex among the live-birth scale-folk, it is something that is really not done in their culture. However, in cases of such young scale-folk being molested by an outsider, it is usually not paid close attention to even should it be discovered. In terms of post-pubescents, rape is considered to be inappropriate, but it is also not considered as negatively as it would be for a conservative race. Rather, it's viewed as the male who raped the female at least being strong enough to overpower her even if it wasn't possible for them to outperform a male using the more honorable method via the mating ritual peculiar to their tribe.
All scale-folk tend to be of a strength-valuing culture. However, those who give live birth are especially strength oriented.
Scale-folk view the eating of eggs as barbaric, but so long as it is not a lizard egg they usually accept other people eating them. As such, eggs should not be served to scale-folk. If you are a caretaker in charge of a scale-folk child who happens to lay an egg, the scale-folk have their own means by which to deal with unfertilized eggs. The egg should be delivered to the parents. If you happen to see male scale-folk children of a live-birth variety attempting to impress a scale-folk female, inform them that while it is Ok for them to do things like this that it is not appropriate for them to copulate with the girl at your facility. If they happen to be doing the same for a non scale-folk female, they should be informed that things do not work the same for those outside of their tribe. This should be enough to settle any issues. In cases where you discover a scale-folk girl to have been forced to have sex against her will, although her parents may not take much issue with it, it should still be reported to authorities and the molested girl should be questioned as to how she is responding.
Another matter to note in regards to scale-folk children. Scale-folk and beast-folk tend to be naturally antagonistic toward one another due to long-standing tribal warfare from before the enlightenment era. While it has been several generations since the times of these tribal wars, the mere preservation of it in the history books seems to give children especially a strange sense that they are supposed to continue the past tribal animosity toward one another, so it is recommended that caretakers carefully monitor if they happen to have both scale-folk and beast-folk children together in the same childcare facility, and helping them to overcome this animosity and learn to live with one another peacefully can be considered a valuable service to society that you should not hesitate to pursue at any opportunity you see.
A note on promiscuous humanoids and antro-beasts
The antro-beast class of permiscuous-class humanoids grow and mature at a rate that is about 2X as fast as human children, reaching puberty at about age 6, having an equivalent physical age to a 12-13 year old human at this age. However, while they will grow in maturity up until age 3, the equivalent of a human 6-year-old, in step with their physical age at a rate that is equal to their physical age, they will begin to struggle both educationally and also in the maturity department as they begin to approach adolescence. In this case, a 6-year-old antro-beast will usually have the maturity of a human 9-year-old to go with their 12-year-old physical appearance.
Antro-beasts have traditionally considered a 6-year-old to have reached adulthood, as this is an age where they are old enough to catch prey on their own and also old enough to reproduce. While exposure to human society has caused most antro-beasts to see the value in continuing to care for their children until they reach the age of 9, their species' physical equivalent to a human 18-year-old, it is still often the case that antro-beast parents care less about what their child does after hitting the age of 6. However, beast-folk in particular seem to tend toward trying to emulate human society more by encouraging safe-sex for their cihldren and discouraging pregnancy until they reach the age of 18.
Due to the permiscuous nature of antro-beast society, it is not at all uncommon for antro-beast sexual education to consist of the pre-pubescent children themselves actually engaging in sex. Due to this difference in sexual standards between the races, care must be taken in identifying antro-beast children who are being sexually abused. As the concept of statutory rape does not exist for antro-beasts, it becomes necessary to actually bring up the question of consent in the matter in which an athro-beast child is found to have had a sexual relationship with adults.
That being the case, it is not considered acceptable for a caretaker to have a sexual relationship with an antro-beast child. Engaging in a sexual relationship with an anthro-beast child in your care may result in a loss of your license. A rare exception may be made in cases where a parent solicits the caretaker to sexually educate their child, but such requests must be initiated by the child's parents and they must also go through the board of childcare in order to have this exception recognized. Should this exception be granted, the child's sexual education should only contain methods for safe-sex. While penetration is considered acceptable with antro-beast children, all penetration must be done with a condom, and female anthro-beasts who are post-pubescent must be using some form of birth control.
