Have her give you info on both her sister, and her sister's boyfriend while topless, remind her that her punishment could be worse, this gives you more time to admire her body, and you gain info on how to proceed to punish her sister. Once done she can have her shirt back. HOWEVER, if she doesn't want to be topless in front of you, proceed to fuck her.
