With such extreme measures, I fear some parents decide to simple remove their girls from the school.  And that probably would be well received by the religious leaders, saying school is not a place for women anyway. I think we should have an option for John actually refusing this escalation, even if he's overruled, he'll probably feel better with himself after saying so.
Also, John only left town 10 years ago, the Deacon and the headmaster were already quite powerful then.
