Since he's already thinking about the Styles' sisters, it shows that he wants to do the right thing. Getting the full story would be the best option if we're trying to get the community to like us.

An argument to be made, is what if it were her daughter? "I saw Gabriele and Edwin Loso go into the bathroom together by themselves, and I'm the only witness."

Another argument to be made, is that the infraction occured before the policy was implemented.

We can also have Dr. Hartnell inspect the girls and if her hymen is intact, it's safe to assume that they didn't fornicate.
