FYI, the way I'm playing this is that Thiana actually has quite a bit of sexual shame. She just puts on a face due to her rebelliousness, engaging in sexualized behavior is just meant to get the adults rilled up but she's actually quite scared of the idea.

"Once both panties and skirt are bunched up around her knees, you have her sit down on the changing table and begin removing her shoes, then the offending panties and skirt, then finally her wet pants." Not really sure what pants you're removing. I like the juxtaposition as well. My recommendation is to tell her that her punishment is twice daily deep internal ejaculations a day for a month. She has one chance to reduce her punishment and that's to truthfully provide the names of the other girl and the two boys that got away.
